BC Building Electrification Standard — 2026 Implementation

Executive summary
Assessment currently in progress. The BC Building Electrification Standard sets minimum electrification requirements for all new commercial construction beginning in 2026. EPM is evaluating projected emissions impacts, grid load implications, and construction sector employment effects.

Status: Model runs underway. Results and full assessment brief expected by July 28, 2025.
Scope: Assessment covers direct emissions from buildings, upstream electricity demand on the BC Hydro grid, and employment in the commercial construction sector.
Methodology
This assessment was produced using the M3 Platform, a suite of energy-economy models maintained by the Energy Modelling Hub and supported by Open Insights and academic partners. Policy measures were encoded using the standardized EPM Policy Encoding framework, run against the EMH Assumptions Database baseline, and validated through independent QAQC review.
